Change the votemute system.

May I suggest that the votemute system change exactly like voteban system. After you warn Killa about being noisy using Mic. He didn't scream or make our ears bleed anymore. He just speak in english normally like others. But then some of the HK people still votemute him for no reason and everyone press 1 in the end.

I am sorry to tell you that there are only one votemute system in source mod.
